Lời tuyên bố “hùng hồn” của Trung Cộng về cuộc chiến trên Biển Đông gây chấn động thế giới

Vừa qua, một Thiếu tướng Trung Quốc vừa có phát ngôn gây sốc về cuộc chiến trên Biển Đông. Cụ thể là ông Doãn Trác khẳng định rằng nếu chiến tranh ở Biển Đông nổ ra thì Trung Quốc cũng khần cần mất nhiều lực để đối phó với các nước nhỏ. Phát ngôn “coi thường” các nước láng giềng của Trung Quốc đã gân chấn động mạnh.

Theo Doãn Trác, thực lực hải, không quân của các nước xung quanh Biển Đông có hạn, năng lực tác chiến điện tử không mạnh, nếu nổ ra chiến tranh ở Biển Đông trong tương lai, Trung Quốc sẽ không cần sử dụng lực lượng vượt qua quy mô diễn tập lần này.

Như báo cáo trước VietTimes đã phản ánh, Đa Chiều – trang báo của cộng Đồng người Hoa tại Mỹ nhận định rằng Trung Quốc tập trận không nhằm trực diện vào Việt Nam, Philippines mà là nhằm vào “nước lớn ngoài khu vực có thể sẽ can dự” – tức Mỹ, Nhật Bản.

Bước vào năm 2016 và cho đến nay, trong vòng chưa đến 1 năm, tàu chiến Quân đội Mỹ đã 3 lần triển hành hành động tự do hàng hải ở Biển Đông.

Sự can dự trực tiếp ngày càng dồn dập của Mỹ ở Biển Đông đã cho thấy Mỹ nhanh chóng từ bỏ vai trò “đứng đằng sau”, trở thành người tham gia trực tiếp vào tình hình Biển Đông. Điều này chắc chắn đã gây sức ép to lớn đối với Trung Quốc.

Cuộc đối đầu giữa Trung Quốc và Mỹ trong vấn đề Biển Đông đã được nói đến nhiều. Hơn nữa, trong vài năm gần đây, cùng với tình hình quốc tế trở nên ngày càng phức tạp và quan hệ Trung-Mỹ ngày càng tinh tế, vai trò của Biển Đông với tính chất là “ngòi nổ” của mâu thuẫn Trung-Mỹ ngày càng nổi bật.

Ngay từ tháng 7/2015, Trung Quốc đã tiến hành một cuộc tập trận có quy mô chiến dịch trong môi trường điện từ phức tạp ở Biển Đông, đã điều động hơn 100 tàu chiến, vài chục máy bay, đồng thời còn điều động Lực lượng tên lửa chiến lược, Lực lượng chi viện chiến lược, v.v…

Trước đó, tháng 9/2014, Trung Quốc cũng đã tiến hành một cuộc tập trận thực binh ở Biển Đông có sự tham gia của cả hải quân, không quân và pháo binh 2. Năm 2013 cũng từng tổ chức tập trận.

Trên báo chí Trung Quốc lúc đó, cụm từ “chưa từng có” thường được sử dụng, mỗi lần tập trận đều dùng từ “chưa từng có”.

Từ cấp độ đến số lượng trang bị, từ cường độ đối kháng đến trình độ “hợp thành” của các lực lượng tham gia tập trận đều tăng lên rõ rệt. Cuộc tập trận năm nay cũng sẽ “chưa từng có”.

Thiếu tướng Doãn Trác, chuyên gia quân sự Trung Quốc đánh giá về cuộc tập trận năm 2015: “Thực lực hải, không quân của các nước xung quanh Biển Đông có hạn, năng lực tác chiến điện tử cũng không mạnh, nếu nổ ra chiến tranh ở Biển Đông trong tương lai, phần lớn sẽ không vượt qua quy mô diễn tập “chưa từng có” lần này.

Nhưng do nước lớn ngoài vực có thể sẽ can thiệp, Hải quân Trung Quốc rất có thể đụng phải một cuộc đối đầu trên biển, trên không trong môi trường điện từ phức tạp. Vì vậy, cuộc diễn tập năm 2015 đã tạo ra môi trường điện từ phức tạp”.

Mặc dù Doãn Trác không nói “nước lớn ngoài khu vực” là ai, nhưng sức ép do các hành động dồn dập của Mỹ ở Biển Đông tạo ra cho Trung Quốc là “không thể xem nhẹ”.

Do đó, có thể thấy, đối đầu giữa Trung Quốc và Mỹ trong vấn đề Biển Đông ngày càng gay gắt, hơn nữa, hai nước cũng ngày càng ý thức được tính nghiêm túc của vấn đề này và có hành động thực tế.

Đa Chiều cho rằng trong tình hình này, kết quả phán quyết của PCA đối với vụ kiện Trung Quốc của Philippines “vừa không quan trọng vừa rất quan trọng”.

Điều “không quan trọng” là do Trung Quốc (tuyên bố) “có đủ chứng cứ lịch sử và luật pháp quốc tế”, có sức mạnh quốc gia và sức mạnh quân sự để chứng minh và bảo vệ cái gọi là “chủ quyền Biển Đông”.

Mặc dù Đa Chiều nói như vậy, nhưng các chứng cứ do Trung Quốc đưa ra hoàn toàn không có sức thuyết phục, chỉ là bịa đặt và không đứng vững về mặt pháp lý.

Hơn nữa, Đa Chiều nói như vậy chứng tỏ Bắc Kinh sẽ ưa sử dụng sử dụng quân sự để áp đặt yêu sách bành trướng “đường chín đoạn”. Điều này đã vi phạm các nguyên tắc của luật pháp quốc tế – PV.

Điều “quan trọng” là một khi kết quả phán quyết của PCA bất lợi cho Trung Quốc, điều này sẽ được Mỹ tận dụng. Khi đó, hành động tự do đi lại của Quân đội Mỹ ở Biển Đông sẽ “có lý, có căn cứ”, tiến tới có thể xảy ra một loạt xung đột, sức ép gây ra cho Trung Quốc sẽ vượt rất xa so với bản thân kết quả phán quyết của PCA.

Hệ quả từ phán quyết này rõ ràng có thể diễn ra như Đa Chiều nhận định và đó là một tất yếu. Nếu phán quyết của PCA công bằng sẽ đem lại ưu thế pháp lý và đạo đức cho các nước ven Biển Đông và cộng đồng quốc tế.
Trung Quốc chắc chắn sẽ đối mặt với thách thức “mất thể diện quốc gia” và chịu đủ sức ép mọi mặt từ cộng đồng quốc tế.

1) Yes, China does have a huge economy, but it's only 2nd to the US by most indicators. But it's ranked 1st when Purchasing Power Adjusted GDP was analyzed by IMF. The US still remains markedly ahead of China in Revenues, Exports per Capita, GDP, GDP per Capita, Purchasing Power, Purchasing Power parity per Capita, and etc ...

... A) If you seriously look at China wealth, advancement and development since the 1980s, the majority lies w/in 250 miles of the coast line. The inner part, 250 miles there after, are still very agrarian and per capita is only 20-30% of the "developed" part. Talk about night and day!

... B) Manufacturing can only get you so far. It's a consumer based economy that differentiate b/w the wealthy nations and the developing nations. China is still a manufacturing economy that is trying to transition to a consumer based economy, which the US has been for the past 1/3 - 1/2 of a century at least.

... C) I can throw out numbers all day, but when it comes down to it ... who and what nation money do you use in your business transactions! Certainly not the RMB, even after the mainly political and symbolic inclusion in the IMF Special Drawing Rights! RMB usage in international transactions is less than 5%. You do the math where the US dollar is ... LOL.

2) Not even close ... China is not the biggest or the most powerful military as of this composition. China does have the largest military by manpower ... that is all! China trails behind the US in almost every major combat related factors such as technology, surface combative ships, submarines, logistical systems, airplanes, drones, tanks, artillery and esp. nuclear warheads and its delivery systems (ICBM - land, seas and mobile)

... A) As it pertain to their manpower, by most experts analyses, China military manpower is not as well trained or motivated as their US counterpart. Organizationally, China effectiveness and delivery is questionable if war breaks out with the US. China military is laden by so much corruptions and internal strifes , that in wartime their effectiveness and cohesiveness may become a major crux.

... B) China new combat tactics, strategies and delivery systems have too many layers that can be disrupted by the US. But the most critical factor that you have ignored is ... they have not been proven in actual combat! The US combat systems have been progressively field tested in actual combat and improvements/refinements made.

... C) This Chinese manpower advantage has no actual combat experiences. Their last major field experiences, against CSVN ... LOL , was a major lost! Only after seeing the US military actions in Desert Storm and the US successive engagements did China change her strategies and tactics. But again, you got no actual combat experiences! Yes, China can copy the US playbook but she is always one step behind. The next war has already been played out by the US, it's just moving the pieces into position and pulling the trigger.

3) China is a super power ... get real! Maybe in the later half of the 21st century she can join the US. Even China has admitted, the US is the only super power currently!

... B) Militarily ... China can only scare some of her weak neighbors who is too weak and or coward to stand up to a bully. China does not have a blue water navy. China cannot handle more than one battle front. If a conventional war breaks out, China will have uprising in the west and north. India and Russia will be looking for some opportunities in which China must guard. War will primarily be at her front door and not at the US West Coast or HI. It's China vs. 3-4 countries (but primarily the US)?

... C) China political influences are limited to weak countries in Asia (ie Laos, Cambodia, CSVN), and cronies and henchmen in Africa and the Middle East. None of which have any play in the global arena economically and or militarily! Yeah, the US have those cronies and henchmen too!

... D) China is not innovative. The majority of the 20th century and so far 21st century have been lead by by US based researches and innovations. The world economy has been based upon improvements in the US regulations and monetary systems. China and Russia have been trying desperately to change the US and its Western Allies influence in daily living for the past two decades. You want a perfect example ... look at Iran!

... E) Culturally and lifestyles, do you see Chinese culture, lifestyles and branding spreading out? The answer is a fat NO! Everybody recognized US culture, lifestyles and branding! Look at China and CSVN internally ... so afraid about western (US) influences that both countries have internet polices to control thought! Where are their Red Book? In the sewer or at least there pages have been used to wipe their asses on the way to chowing down Mickey Dees and slurping Starbuck latte.

4) CSVN is a paper tiger? Whose asses have you been sniffing! CSVN is nothing but a pee on pawn! CSVN at best is a feral cat that can easily be neutered by either side. In which case, CSVN can only coitus one player and hope for the best. That's has been and will be Hoe Hoe legacy for these TS mongrels!

As you have said it, don't be ignorant. You bark too much without any real support! Go study some more, look at the data objectively, and don't put the cart before the asses ... basically, Don't Be A CSVN TS!

1) Yes, China does have a huge economy, but it's only 2nd to the US by most indicators. But it's ranked 1st when Purchasing Power Adjusted GDP was analyzed by IMF. The US still remains markedly ahead of China in Revenues, Exports per Capita, GDP, GDP per Capita, Purchasing Power, Purchasing Power parity per Capita, and etc ...

... A) If you seriously look at China wealth, advancement and development since the 1980s, the majority lies w/in 250 miles of the coast line. The inner part, 250 miles there after, are still very agrarian and per capita is only 20-30% of the "developed" part. Talk about night and day!

... B) Manufacturing can only get you so far. It's a consumer based economy that differentiate b/w the wealthy nations and the developing nations. China is still a manufacturing economy that is trying to transition to a consumer based economy, which the US has been for the past 1/3 - 1/2 of a century at least.

In vain, of course. There is no stopping a 1.5 billion entity with a massive educated population, economic momentum, a centralized, proficiently planned and managed mixed economy, and an equally well planned and managed military and diplomatic force.

2) It's great that you can recount historical past, but that is all you have presented. Again, no conclusive evidences to support your argument about China being a superpower.

... A) After the blood thirsty Cultural Revolution, 1970-1990's China had no other way but to help itself climbed out of the mess it had self inflicted. Taiwan being forced out of the UN is politics, especially when China has a permanent seat on the Security Council. Feeding and getting 1+ billion people from being malcontent and possibly preventing another coup d'etat is an arduous task.

... B) As to China being homogeneous, 95+% of Chinese are Han Chinese, how did they get that way? Simple, they killed off the other groups. But, they still have alot of unrest and minority groups in the western regions, Tibet, and etc ... that want independence.

... C) US policy and politics doesn't mean China is a superpower. It only support the US position as to China rise and her strategy to maintain the status quo as being the only super power. Is China a super power currently? By most analyses, NO! Can she be one ... YES!

3) US politics, US policies declaration, China's incomplete Silk Road, and etc ... does not support your position of China being a superpower?

... A) As to US politics and policies, people in power will always try to stay, maintain and execute their power. The corollary to powerful nation is also true.

... B) China Silk Road mega project ... will it be completed? Uncertain, just like China's stalled canal across Nicaragua or her other projects in Africa directly or indirectly through China Africa Development Fund. Or how about China bailing out Venezuela? As one can see, trying to buy and gain political influences can lead to roads of nightmarish proportion.

... C) Lets even suppose these projects will bear fruits, these small nations and their global influences are negligible due to their limited geography, economic position, militarily insignificant, and generally involved despots, henchmen and croonies.

4) Russia hasn't been a superpower since the great fall of the Iron Curtain back in the late 1980's! Russia and Putin only can dream of prior glory.
