China limits fuel price hikes as oil costs surge

To mitigate the economic impact of the escalating conflict in the Middle East, the Chinese government announced on March 23 that it is placing a cap on domestic fuel price increases. While global oil prices have surged due to the war between the U.S.-Israel alliance and Iran—which has centered on the critical Strait of Hormuz shipping lane—China’s state planner is interventionally softening the blow for domestic consumers and "downstream users."

The National Development and Reform Commission (NDRC) stated that it will implement a "temporary regulatory measure" to ensure stable economic operations. Under this new directive, the maximum retail price for petrol will rise by 1,160 yuan per tonne, and diesel will increase by 1,115 yuan per tonne. This adjustment represents roughly half of the increase that would have occurred under the standard pricing mechanism, which originally calculated hikes of over 2,100 yuan per tonne for both fuel types.

By cutting the scheduled price hike in half, the NDRC aims to ease the burden on public welfare and maintain the flow of essential goods during a period of "abnormal" international market volatility. This move follows a more modest price adjustment earlier in March, where petrol and diesel were raised by 695 yuan and 670 yuan respectively.

The Strait of Hormuz remains a central point of concern for global energy stability, as approximately 20% of the world's oil and gas shipments typically transit through the waterway. China’s decision to diverge from its standard crude-linked pricing formula highlights the severity of the current supply disruptions and the government's priority on domestic price stability amidst the ongoing regional war.
