The Philippine economy recorded its slowest non-pandemic growth rate in 14 years, with 2025 GDP expanding by only 4.4%. This figure fell significantly short of the government’s revised target of 5.5% to 6.5% and represents the weakest economic performance since 2011, excluding the 2020 contraction caused by the global health crisis.

Data for the fourth quarter highlighted a sharp deceleration, with growth slowing to 3.0% compared to 5.3% during the same period the previous year. This marks the second consecutive quarter in which the nation’s economic targets were not met, signaling a broader cooling of the domestic economy.

Economic Planning Secretary Arsenio Balisacan attributed this slowdown largely to a massive corruption scandal involving fraudulent flood control and infrastructure projects. The investigation, which began in mid-2025, has implicated numerous high-ranking officials and private contractors, severely damaging both consumer and business confidence.

The scandal has had a direct impact on the construction sector, where public investment plummeted by 18.4%. Balisacan noted that had public construction remained stable rather than dipping slightly, the overall GDP for the year would have reached 5.5%. This cratering of infrastructure spending has become a primary bottleneck for national economic momentum.

Beyond political and financial instability, the Philippines faced significant challenges from climate-driven weather events. Intense heatwaves and frequent flooding led to widespread school closures and lost workdays. These disruptions weakened domestic demand and strained the productivity of the workforce throughout the year.

Despite these setbacks, the government remains optimistic that governance reforms triggered by the infrastructure scandal will foster a more transparent and sustainable growth model in 2026. However, some independent analysts are more cautious, predicting that growth may remain below historical trends at around 4.5% due to persistent investment lags.

To combat the slowing growth and capitalize on low inflation, experts anticipate that the Philippine central bank may implement further interest rate cuts in the coming months. These measures are intended to stimulate economic activity as the country attempts to recover from a year defined by environmental and institutional volatility.

Wow, that's a tough situation for the Philippines. It's alarming to see such a significant slowdown and the impact of corruption on infrastructure spending.
