WESTMINSTER (NV) - Kết quả chưa chính thức các cuộc bầu cử tại Orange County năm nay cho thấy Phó Thị Trưởng Trí Tạ của Westminster đắc cử vào chức thị trưởng, trở thành nhà lănh đạo gốc Việt đầu tiên của một thành phố ở Hoa Kỳ, do cử tri trực tiếp bầu.

Ngoài ra, thành phố Garden Grove có thêm một nghị viên gốc Việt, Luật Sư Chris Phan.

Trả lời phỏng vấn nhật báo Người Việt, ông Trí Tạ nói: “Tôi cảm thấy rất vinh dự v́ được đồng hương và cử tri bỏ phiếu ủng hộ, cũng như có được sự giúp đỡ của rất nhiều thiện nguyện viên.”

“Sau 37 năm có mặt ở đây, sự kiện này cho thấy sức mạnh và sự phát triển của cộng đồng tị nạn Việt Nam, được thể hiện qua lá phiếu trong ngày 6 Tháng Mười Một vừa qua,” ông Trí nói tiếp.

Từ Aurora, Colorado, Luật Sư Chris Phan cho biết qua điện thoại: “Tôi cảm thấy rất sung sướng. Tôi vận động cật lực trong 10 tháng qua, gơ cửa từ 6,000 đến 7,000 căn nhà, gặp từng cử tri, kêu gọi sự ủng hộ của họ, và họ đă giữ lời hứa.”

“Hiện tôi đang ở Colorado để chuẩn bị bào chữa cho một binh sĩ bị đuổi khỏi quân đội. Tôi chưa biết sẽ làm ǵ sau đó. Tôi đang chờ đợi công việc tại Garden Grove trong những ngày tới,” thiếu tá trừ bị Hải Quân Mỹ nói.

Lư do ông Chris Phan phải đi từng nhà là v́ ông “không có nhiều tiền để quảng cáo và in flyer gởi đến nhà cử tri như những ứng cử viên khác.”

Cho đến tối Thứ Tư, một ngày sau ngày bầu cử, kết quả do Cơ Quan Bầu Cử Orange County đưa ra cho thấy, Phó Thị Trưởng Trí Tạ đang dẫn đầu, với 8,605 phiếu, tương đương 42.5%, trong cuộc đua có năm người tranh chiếc ghế thị trưởng. Về nh́ là bà Penny Loomer, được 30% số phiếu. Về ba là ông Al Hamade, 19.4%. Về hạng tư là ông Hà Mạch, 4.4%; và về chót là bà Tamara Pennington, 3.8%.

Cũng tại Westminster, trong cuộc đua tranh hai ghế trong Hội Đồng Thành Phố, Chủ Tịch Hội Đồng Giáo Dục Westminster Sergio Contrares dẫn đầu với 26.3% số phiếu; bà Diana Carey 20.7%, Nghị Viên Tyler Diệp 18.7%; và ông Charlie Nguyễn Mạnh Chí 16.2%.

Trả lời phỏng vấn nhật báo Người Việt, ông Contrares nói: “Tôi rất vinh dự được cử tri tín nhiệm. Tôi đă phục vụ cộng đồng trong nhiều năm qua và tôi muốn tiếp tục phục vụ trong cương vị mới.”

Dù đang ở hạng ba, Nghị Viên Tyler Diệp cho biết ông vẫn c̣n hy vọng vào số phiếu bầu bằng thư và phiếu bầu tạm chưa đếm.

“Theo tôi biết, Westminster hiện vẫn c̣n chừng 5,000 phiếu chưa đếm. Tôi hy vọng, trong những ngày tới, sự chênh lệnh giữa tôi và bà Diana Carey sẽ được đảo ngược,” ông Tyler Diệp nói.

Hồi năm 2008, ông Tyler Diệp cũng bị bà Penny Loomer dẫn trước 1,500 phiếu, nhưng sau đó thắng lại nhờ phiếu bầu bằng thư và phiếu bầu tạm.

Khi được hỏi v́ sao một nghị viên đương nhiệm lại ở thứ hạng như vậy, Nghị Viên Tyler Diệp giải thích: “Có nhiều lư do ngoài ư muốn, và đây là kinh nghiệm cho tôi trong những lần tới.”

Trong cuộc đua này, chỉ có ông Sergio Contrares và bà Diana Carey được Thị Trưởng Margie Rice chính thức ủng hộ.

Tại Garden Grove, các ứng cử viên tranh hai ghế trống, với kết quả sơ khởi là Nghị Viên Steve Jones về nhất, với 24.6% số phiếu; Luật Sư Chris Phan được 17.9%, Chủ Tịch Ủy Ban Quy Hoạch Phát Bùi được 15.6%, và Nghị Viên Kris Beard được 14.9%.

Cũng tại Garden Grove, cử tri bỏ phiếu thông qua Measure Y với 66.2% đồng ư tăng thuế đối với du khách đến mướn khách sạn trong thành phố, từ 13% lên đến 14.5%.

Giới chức thành phố cho biết số tiền thu được sẽ được bù vào khoản thiếu hụt ngân sách xây dựng và giúp giữ các dịch vụ khác như cảnh sát, cứu hỏa, và duy tŕ đường sá, công viên và hoạt động vui chơi.

Tại Học Khu Garden Grove, bốn ứng cử viên tranh ba ghế trống, cả ba ủy viên đương nhiệm đều dẫn đầu, trong đó Ủy Viên Bảo Nguyễn đứng hạng ba với 28,047 phiếu, tương đương 25.9% tổng số phiếu.

Tại các cuộc bầu cử khác, như Hội Đồng Thành Phố Fountain Valley, Học Khu Irvine, và Đặc Khu Thủy Cục Đô Thị Orange County, các ứng cử viên gốc Việt không đạt được thứ hạng cao.

Cử tri trong các thành phố thuộc địa hạt Coast Community College District bỏ phiếu thuận, 56.1%, thông qua Measure M, cho phép học khu đại học này bán trái phiếu trị giá tổng cộng $679 triệu để dùng cho việc tái thiết các đại học.

Số nợ này phải được trả trong ṿng 10 năm.

Để trả nợ trái phiếu, chính quyền địa phương sẽ thu thêm thuế nhà đất của cư dân, ở mức $18 một năm cho mỗi $100,000 giá trị của căn nhà. Thí dụ, chủ nhân một căn nhà trị giá $600,000 sẽ phải đóng thêm $108 một năm, khoảng $1,080 cho suốt thời hạn của dự luật.

Theo quy định, Measure M phải được 55% cử tri thông qua mới có hiệu lực.

Coast Community College District có ba trường học, Orange Coast College ở Costa Mesa, Goldenwest College ở Huntington Beach, và Coastline Community College ở Fountain Valley.
