Vietnam declares two days of national mourning for former Lao leader
|
Vietnam has declared a two-day national mourning period from April 4 to 5 to honor the memory of Khamtay Siphandone, former President of the Lao People's Revolutionary Party Central Committee, in recognition of the two countries' special relationship.
The national mourning announcement was released by the Communist Party of Vietnam Central Committee, the National Assembly, the State President, the Government, and the Vietnam Fatherland Front Central Committee.
During this time, government offices and public institutions nationwide, along with Vietnam's representative bodies abroad, will fly flags at half-mast with mourning bands as prescribed. Public entertainment and celebratory events will be suspended.

Born on Feb. 8, 1924, Khamtay Siphandone, who also served as Lao State President, Prime Minister, Deputy Prime Minister, and Minister of National Defense, passed away at 10:30 a.m. on April 2.
A pioneering leader in the Lao revolutionary movement, he played a crucial role in securing the ultimate victory of the Lao revolution and guiding the country toward socialism. He was a close and trusted friend of Vietnam who made significant contributions to strengthening and developing the two countries' great friendship, special solidarity, and comprehensive cooperation.
His passing is an immense loss for Laos and the Vietnam – Laos relationship, according to the announcement.

That’s exactly what happened to Nicole Micheroni, an immigration lawyer from Newton, MA. At first, she thought the email was for a client, but nope — it was addressed to her, saying her parole status had been terminated and she had 7 days to leave the country.
The kicker? She’s a born-and-raised American citizen, so this message made zero sense. Turns out, the Department of Homeland Security admitted it was most likely a mix-up — someone probably used her email address when applying through the CBP One app, which was designed under Biden’s administration to let migrants schedule entry appointments at U.S. borders, but the program was later scrapped by Trump.

Vietnam to merge 63 localities into 6 cities and 28 provinces under major restructuring plan

Vietnam will reduce its 63 provinces and cities to 34 under a sweeping administrative restructuring approved by the Party Central Committee.
The 11th plenum of the 13th Party Central Committee wrapped up on Saturday afternoon after three days of sitting, with all of its agenda completed.
Addressing the closing session, Party General Secretary To Lam said that members of the committee discussed many new and important matters, and reached high consensus on major and core issues, culminating in a unanimous vote to adopt the plenum's resolution.
Many members proposed the Politburo recognize the session as a historic one, marking a turning point with bold decisions for the country’s new phase of revolutionary development, he said.
The Party chief praised the committee’s proactive, scientific, and efficient work attitude, as well as the thorough and focused preparations carried out by sub-committees and relevant agencies.
He said that the Party Central Committee reached broad agreement on proposals concerning the continued restructuring of the political system’s organizational apparatus, rearranging administrative units and organizing local administrations with provincial and communal levels.
Under the new model, the country will comprise 34 provincial-level units (28 provinces and six centrally-run cities), with specific names and administrative centers determined according to the outlined principles.
The dissolution of district-level administrative units will be conducted, pending the National Assembly’s revision of the 2013 Constitution and the 2025 Law on Local Government Organization.

US government issues new notice for green card, student, and work visa holders
|
The U.S. government has introduced a regulation requiring foreign nationals, including holders of student visas, green cards, and H-1B work visas, to carry proof of their lawful immigration status at all times.
The directive, effective as of April 11, is part of President Trump's executive order titled "Protecting the American People Against Invasion," according to the U.S. Department of Homeland Security (DHS) website.
According to DHS, the regulation requires all non-U.S. citizens staying in the country for more than 30 days to register with the federal government. This is based on the Alien Registration Act of 1940, which initially required immigrants to register but was never consistently enforced.
Under the new directive, however, strict compliance measures will be applied to both documented and undocumented immigrants.
All non-citizens aged 14 and older planning to stay in the U.S. for over 30 days must now register using "Form G-325R." Parents must complete registration for children under 14.
Those arriving in the U.S. on or after April 11 must register within 30 days of entry. Any changes of address must also be reported within 10 days.
Legal immigrants—including those on H-1B visas, student visas, or green cards—are already considered registered but must carry documentation proving their legal status at all times. Additionally, minors must re-register once they turn 14, including the submission of fingerprints within 30 days of their birthday.
Non-compliance is considered a criminal offense and is punishable by fines, imprisonment, or both.

No signs of life at Bangkok building collapse 10 days after earthquake
|
Bangkok Governor Chadchart Sittipunt has confirmed that there are no signs of life beneath the rubble of the State Audit Office building in Chatuchak, which collapsed following the 7.7-magnitude earthquake that struck Myanmar on March 28.
“When we were trying to rescue survivors, it was like a sprint. Now, the operation must continue steadily, like a marathon,” Chadchart said, according to The Nation.
The rescue efforts have now entered their 10th day, transitioning from emergency search-and-rescue to debris removal. The debris field has been divided into four zones — A, B, C, and D — to improve coordination of the ongoing search and recovery operations.
Heavy machinery is now being used to lift large concrete slabs, with equipment entering both through the main entrance and via the State Railway land next to the site. This has allowed responders to access the top layers of rubble and begin gradually clearing the remains of the collapsed structure.
Thai authorities earlier reported that the death toll from the earthquake had risen to 24. Of these, 17 people were confirmed dead in the collapse of the high-rise building in Bangkok, which was still under construction at the time of the disaster. 77 individuals remain missing.

Hoang Thuy Huong, Director of Market Development at the Trang An Eco-Tourism Area, shared how the site applies the “Three No’s” policy: no concrete in the heritage core, no motorized boats, and no interference with the area's natural hydrology and landscape. This strict adherence has led to the preservation of the site’s pristine condition.
"Nearly 2,000 boat rowers act as cultural ambassadors, raising awareness about conservation and green tourism. As managers, we simply extend their efforts within a dual-ecosystem model,” Huong said.

Trump often trumpets his achievements, real or otherwise, but this claim was so astonishing that we had to check it out. Is it possible that companies have committed more money in the first two months of the Trump administration than during the entire Biden administration? After all, Joe Biden prided himself on focusing relentlessly on bringing manufacturing back to the United States.
This was not just another middle-of-the-day musing by the president. There are some real numbers attached to this claim — but it’s a matter of comparing apples and oranges. Or, to use another cliché, the president is counting his chickens before they have hatched.
The Facts
A White House official explained Trump’s math and provided a spreadsheet and links to corporate announcements. According to the White House tally, companies have announced more than $1.5 trillion in investments since Trump took office. About two-thirds of that total comes from just two announcements — Apple ($500 billion over four years) and an AI project called Stargate led by SoftBank, ChatGPT and Oracle (“as much as $500 billion”).

Fatalities and Injuries: Six people were aboard the plane, and unfortunately, all of them lost their lives. One of the victims was identified as Dave Shapiro, a music agent and founder of Sound Talent Group. Two other staff members from the company were also on the plane.
Destruction and Response: The crash damaged at least 10 houses, and vehicles on both sides of the street went up in flames. San Diego Fire Department Assistant Chief Dan Eddy reported one house was badly damaged, but miraculously, no one on the ground was seriously hurt. The fire department and other emergency responders quickly arrived at the scene.
Cause of the Crash: The cause is still under investigation, but it's believed the plane clipped a nearby power line before going down in thick fog. The Federal Aviation Administration and National Transportation Safety Board will likely investigate the incident.
Neighborhood Impact: The residential area where the plane crashed is largely military housing, with many families living in the neighborhood. Witnesses described the scene as chaotic, with flames and smoke visible from a distance.
Witness Accounts: Yasmine Sierra, a local resident, helped her neighbors escape their burning house by using a ladder to reach them in their backyard. Jeremy Serna, a Navy personnel, recounted hearing a loud bang and seeing the sky turn orange before realizing everything was on fire.
The investigation is ongoing, and more details will be released as they become available. Unfortunately, this incident adds to a recent string of aviation accidents in the US.

Trưa ngày 25/4/2025, 118 lính của quân đội Trung Quốc đă đáp xuống sân bay Tân Sơn Nhất để chuẩn bị tham gia diễu hành ngày 30/4/2025 theo lời mời của chính quyền ĐCS và quân đội Việt Nam. Đây là lần đầu tiên, lính Trung Quốc có mặt ở đây, mà lại trong một chương tŕnh được mời công khai của Việt Nam.
Trong khi mấy ngày trước, báo chí lề đảng lần đầu tiên chính thức thừa nhận việc đă có hơn 300.000 lính Trung Quốc từng tham gia hỗ trợ chính quyền cộng sản Bắc Việt, trong cuộc chiến đánh chiếm Việt Nam Cộng Ḥa trước đây.
