VIỆT NAM (NV) - Một đợt kiểm soát trình độ tiếng Anh của các thầy cô giáo dạy môn này tại các tỉnh miền Tây của Việt Nam gần đây nhất cho thấy, chỉ vài phần trăm được gọi là đạt tiêu chuẩn theo qui định của ngành giáo dục Việt Nam.

Báo Tuổi Trẻ cho biết, kết quả của đợt khảo sát trình độ khoảng 1,200 giáo viên dạy tiếng Anh ở khu vực Ðồng Bằng Sông Cửu Long cách nay hai năm cho thấy, trình độ tiếng Anh của họ thấp kém đến thảm hại. Riêng tại tỉnh Ðồng Tháp, không có người nào trong số 400 thầy cô giáo dạy tiếng Anh bậc tiểu học, đạt tiêu chuẩn theo qui định của ngành giáo dục Việt Nam. Còn trong số gần 900 giáo viên dạy tiếng Anh bậc trung học của tỉnh này, chỉ có 16 người đạt tiêu chuẩn theo qui định, chiếm tỉ lệ 1.8%.

Phúc trình trước đó của Sở Giáo dục tỉnh Ðồng Tháp nói rằng, họ đã dự liệu trước tình hình trên. Vì vậy, từ hai năm trước, Sở Giáo dục Ðồng Tháp đã tốn hàng tỉ đồng để mở nhiều lớp học gọi là “bồi dưỡng để nâng cao trình độ tiếng Anh” của giáo viên các cấp. Người của các trường Ðại Học Ðồng Tháp, Cần Thơ, và ba trung tâm ngoại ngữ có tiếng tại Sài Gòn, trong đó có một trung tâm ngoại ngữ của Malaysia... được cử đến giúp gần 1,000 giáo viên dạy tiếng Anh cải thiện trình độ. Thế nhưng, trong kỳ thi cuối của chương trình “bồi dưỡng,” số giáo viên đạt yêu cầu cũng chỉ đếm được “trên đầu ngón tay.”

Trong khi đó tại tỉnh Vĩnh Long, số lượng giáo viên dạy tiếng Anh tại các trường của tỉnh này có vẻ khá hơn. Tuy nhiên, số thầy cô giáo có trình độ đạt tiêu chuẩn qui định cũng chỉ chiếm từ 10% đến 27% là tối đa. Báo Tuổi Trẻ dẫn lời một giáo viên dạy tiếng Anh ở một trường trung học huyện Cao Lãnh, tỉnh Ðồng Tháp than thở rằng, họ thi rớt các lớp “bồi dưỡng tiếng Anh” là vì đã quen với cách “học gì thi nấy.”

Vị này còn nói, tại các lớp “bồi dưỡng tiếng Anh,” giảng viên ngoại quốc đặt “câu hỏi bất ngờ” khiến các thầy cô giáo lúng túng, không trả lời được, vì vậy mà thi rớt, bị coi như không đạt trình độ theo yêu cầu.

Còn theo dư luận, lâu nay học sinh - sinh viên ở Việt Nam học tiếng Anh theo kiểu từ chương. Ông Phạm Văn S. - giáo sư dạy tiếng Anh tại một trung tâm ở Sài Gòn, từng chỉ trích kiểu học ngoại ngữ “như vẹt” của người Việt Nam. Theo ông, đa số người Việt Nam học ngoại ngữ theo kiểu thuộc lòng, cho nên có thể đọc được, thậm chí là viết được, nhưng lại không nghe được, và vì thế không nói được. (PL)

Hệ thống giáo dục dưới chế độ cán ngố được điều khiển bỡi nhưng giáo sư phó giáo sư tiến xĩ tốt nghiệp từ trường đại học đồi ngô toàn là thứ mang bằng giã thì làm sao có thể đào tạo được những người có tài có đức .
