Tổng thống Mỹ Donald Trump đang theo đuổi đường lối thương mại cứng rắn với Trung Quốc bằng việc ban hành các mức thuế mới đối với các sản phẩm nhập khẩu từ nước này. Trung Quốc tham gia vào cuộc thương chiến và cũng áp đặt các mức thuế đối kháng dành cho sản phẩm của Hoa Kỳ, đặc biệt đối với các sản phẩm nông nghiệp như đậu nành, từ đó gây khó khăn cho nông dân Mỹ.

Nông dân Mỹ là một trong những người chịu thiệt hại lớn nhất trong cuộc thương chiến với Trung Quốc. Sau ṿng thuế quan đầu tiên của Hoa Kỳ, Trung Quốc – thị trường lớn nhất của nhiều loại cây trồng, ngũ cốc của Mỹ – đă trả đũa bằng thuế quan nhắm vào nông dân Mỹ.

Và tất nhiên, việc để nông dân phải chịu đựng cuộc thương chiến do ḿnh phát động không phải là lựa chọn hay ho cho ông chủ Nhà Trắng.

V́ vậy, Trump đă tiến hành thực hiện Chương tŕnh Hỗ trợ Thị trường, dùng ngân sách bù đắp cho những nông dân bị thiệt hại v́ thương chiến. Với hai gói trợ cấp năm 2018 và 2019, số tiền dự kiến lên tới 28 tỷ USD.

Donald Trump trước nay luôn không ngừng ca ngợi chương tŕnh này. “Các nông dân đang bắt đầu trở nên vĩ đại trở lại!”, Trump từng tweet.

Các khoản thanh toán viện trợ thương mại đă được giới hạn vào năm ngoái ở mức 125.000 USD mỗi người, chia làm ba loại: đậu nành và các loại cây trồng ngũ cốc khác; thịt lợn và sữa; và anh đào và hạnh nhân.

Chủ tịch Ủy ban Tài chính Thượng viện, Thượng nghị sĩ Chuck Grassley của đảng Cộng hoà, là người có trang trại riêng của bang Iowa nhận trợ cấp của chính phủ.

Điều đáng lưu ư là, theo phân tích của nhà báo Philip Bump của tờ Washington Post, dường như những nông dân ở các quận hạt mà Trump giành chiến thắng hồi bầu cử năm 2016 được ưu ái nhiều hơn từ ngân sách trợ cấp của chương tŕnh. Mới đây, một cuộc điều tra mở rộng của Nhóm Công tác v́ Môi trường cho thấy mối liên hệ giữa việc phân bổ khoản trợ cấp này với sự ủng hộ chính trị dành cho Trump.

Cần lưu ư rằng những quận hạt ủng hộ bà Hillary Clinton cũng được nhận trợ cấp, một số trong đó được xếp vào các quận hạt nhận tiền nhiều nhất. Chẳng hạn, quận Champaign, Ill nhận được đến khoảng 29 triệu USD. Tuy nhiên, trong số 50 quận hạt nhận được nhiều tiền nhất, có tới 41 quận hạt đă bỏ phiếu cho Trump.

Tính trung b́nh, mỗi hạt bỏ phiếu cho Trump năm 2016 đă nhận được khoảng 2,6 triệu USD tiền trợ cấp. Những quận hạt bỏ phiếu cho bà Clinton trung b́nh mỗi quận hạt nhận được 1,7 triệu USD.

C̣n theo phân tích của Bloomberg, trong số 8,4 tỷ USD đă giải ngân, có đến hơn một nửa đă được phân bổ cho 10% số nông dân nhận trợ cấp. Chủ tịch Hội Nông Dân Quốc gia Hoa Kỳ cho rằng gói hỗ trợ này “giúp cho những trang trại lớn nhất trở nên lớn hơn”.

Theo số liệu được Bloomberg trích dẫn, nhóm 1% những nông dân nhận trợ cấp nhiều nhất trung b́nh nhận được 188.000 USD mỗi hộ, trong khi nhóm 80% dưới cùng chỉ nhận được trung b́nh chưa tới 5.000 USD.

“Chúng tôi thất vọng v́ chính phủ không dùng số tiền này để tập trung giúp những nông gia cần đến nó nhất”, Chủ tịch Hội Nông dân Quốc gia nói.
