Quá trình điều tra, Cơ quan Cảnh sát điều tra Bộ Công an đã ban hành Quyết định khởi tố bị can, Lệnh bắt bị can để tạm giam, Lệnh khám xét chỗ ở, nơi làm việc đối với Trương Thị Kim Soan, sinh năm 1974, nghề nghiệp Môi giới đầu tư khai thác khoáng sản, nguyên Giám đốc, đại diện theo pháp luật Công ty TNHH Vàng Titan Việt Nam, Công ty TNHH Khoáng sản Thiên Ân, Công ty TNHH Đầu tư khoáng sản Thiên Bình và một số công ty khác.

Bà Soan bị cáo buộc "lừa đảo, chiếm đoạt tài sản" của ông John Koon, quốc tịch Úc và các công ty do ông John Koon làm đại diện được ủy quyền với tổng số tiền là 11.290.000 USD, quy đổi theo tỷ giá tại thời điểm nhận tiền là 234.277.920.000 đồng.
