Theo ABC News, đến ngày 5.3, Andrew Cencini, một chuyên gia khoa học máy tính tại Đại học Bennington ở Vermout, cảm thấy bị sốt, khó thở và cảm thấy khó chịu.
Trước khi bị ốm, Cencini có đến thành phố New York, giúp kiểm tra máy tính tại một nhà tù địa phương và tiếp xúc với các t́nh nguyện viên cứu hỏa.
Do số ca nhiễm Covid-19 ở New York bắt đầu tăng cao, Cencini gọi cho bác sĩ của ḿnh. Người đàn ông này được chỉ dẫn đến lấy mẫu kiểm tra bệnh cúm và các loại virus khác. Kết quả là âm tính.
4 ngày sau, Cencini nói rằng ḿnh cảm thấy tốt hơn dù vẫn ho và hơi sốt. Vài phút sau, Cencini nhận được cuộc gọi từ một trưởng khoa khẩn cấp và bệnh truyền nhiễm ở bệnh viện New York, nói rằng ông cần đến ngay để làm xét nghiệm mới về virus Corona.
Bệnh viện đề nghị gửi xe cứu thương nhưng Cencini nói có thể tự lái xe được trong hành tŕnh kéo dài khoảng một giờ.
Tại pḥng cách ly, các bác sĩ làm các thủ thuật, chụp X-quang ngực và lấy mẫu ở cổ họng.
Giờ đây, Cencini nhận được hóa đơn trách nhiệm của người đóng bảo hiểm, trong đó liệt kê các chi phí mà ông cần đóng với tổng số tiền gần 2.000 USD.
Cencini được bác sĩ chỉ định vào pḥng khẩn cấp làm các kiểm tra và lấy mẫu xét nghiệm Covid-19.
“Tôi cứ nghĩ rằng mọi thứ sẽ được chi trả”, Cencini nói. Con số trên tương đương gần một nửa thu nhập hàng tháng của ông. Cencini kiếm được khoảng 54.000 USD mỗi năm.
“Tôi có thể chọn không làm xét nghiệm nhưng như vậy có thể đe dọa đến sự an toàn của người khác. Tôi nghĩ ḿnh làm điều đúng đắn”, Cencini nói.
Trong khi chính phủ Mỹ đưa ra các phương án hỗ trợ kinh tế, tăng cường sản xuất thiết bị và vật tư y tế cho các bệnh viện, những trường hợp như Cencini lại không được lưu tâm.
Người đàn ông này bị các bác sĩ và công ty bảo hiểm thông đồng để yêu cầu phải trả khoản phí 2.000 USD. Hôm 18.3, ông Trump đă kư luật đảm bảo rằng người Mỹ được xét nghiệm miễn phí, dù có bảo hiểm hay không.
Nhưng vấn đề không đơn giản như vậy, Cencini được miễn phí xét nghiệm virus Corona nhưng vẫn bị tính chi phí đến pḥng khẩn cấp.
Trong một nghiên cứu vào năm ngoái, cứ 1/6 lần người Mỹ đến pḥng khẩn cấp ở bệnh viện thường nhận được hóa đơn với những chi phí khổng lồ, theo ABC News.
Dĩ nhiên, người có bảo hiểm không phải trả toàn bộ phí. Công ty bảo hiểm sẵn sàng đứng ra trả thay viện phí, c̣n người đóng bảo hiểm phải chỉ phải trả một số tiền nhất định cho công ty bảo hiểm (khoảng vài ngàn USD).
Nhiều người Mỹ nếu không để ư sẽ bị bệnh viện và công ty bảo hiểm móc nối để trục lợi.
Sở dĩ điều này xảy ra v́ nhiều pḥng khẩn cấp ở bệnh viện có bác sĩ móc nối với các công ty bảo hiểm. Các bác sĩ này sẽ trực tiếp tạo ra những hóa đơn điều trị khổng lồ không cần thiết mà người bệnh không hay biết.
Từ đó, pḥng thí nghiệm làm xét nghiệm được hưởng chi phí, bác sĩ hưởng hoa hồng, c̣n công ty bảo hiểm nhận được một số tiền nhỏ của người bệnh và chi phí đóng bảo hiểm của người này sang năm chắc chắn sẽ cao hơn năm trước.
Trường hợp tương tự xảy ra với Alexa Kasdan, một người sống ở New York, cảm thấy bị cảm lạnh, đau đầu. Kasdan được yêu cầu lấy mẫu xét nghiệm ở cổ họng, gửi đến pḥng thí nghiệm và sau đó nhận được hóa đơn 28.000 USD.
Trong giai đoạn dịch bệnh Covid-19 bùng phát, những người Mỹ nếu không thực sự chú ư đến những xét nghiệm mà bệnh viện tiến hành, rất dễ nhận được những hóa đơn thanh toán bất ngờ.
Đây được coi là lỗ hổng trong hệ thống bảo hiểm và y tế ở Mỹ và càng bị trục lợi trong giai đoạn dịch bệnh Covid-19 mà các nghị sĩ Mỹ chưa có phương án xử lư phù hợp.
Đối với Cencini, xét nghiệm virus Corona cho kết quả âm tính. Khi người đàn ông này phản ứng về khoản phí lên tới 2.000 USD, hăng bảo hiểm phản hồi rằng 1.200 USD trong số đó là phí dịch vụ chi trả cho bệnh viện, số tiền c̣n lại là chi phí bảo hiểm.
Cencini nói rằng ông đă hết sức tức giận khi nghe điện thoại từ hăng bảo hiểm. “Các khoản tiền tiết kiệm về hưu của tôi đang cạn kiệt và các người vẫn thu phí này?”, Cencini đặt câu hỏi.
Cencini vẫn c̣n cảm thấy may mắn v́ ông nằm trong danh sách những người đủ điều kiện nhận 1.200 USD tiền hỗ trợ từ chính phủ, trong gói ngân sách 2,2 ngh́n tỉ USD mà ông Trump mới thông qua. Dù vậy, người đàn ông này vẫn mất tiền cho những chi phí không thực sự cần thiết.
