Sáng 22 Tháng Mười, 2019, Tổng Thống Trump gửi điện thư khẩn thiết báo động “họ đang treo cổ tôi”; ngay chiều hôm đó ông triệu tập một phiên họp khẩn cấp, gọi trên 30 dân biểu vào Bạch Cung (Ṭa Bạch Ốc).

Tổng thống tŕnh bày t́nh h́nh không lạc quan trên mặt trận Syria sau khi ông bắt quân Mỹ rút lui để Nga chủ động giải quyết t́nh h́nh; ông muốn tập trung chủ lực vào đối phó với cuộc tấn công Bạch Cung, của các dân biểu thuộc đảng Dân Chủ.

Ông báo động việc cựu đại sứ Mỹ tại Ukraine, Bill Taylor (một cựu sĩ quan đă từng tác chiến tại Việt Nam) đang bênh vực Ukraine trong tinh thần công bằng giao tranh. Ông này ra thăm tiền tuyến, chứng kiến cảnh thiếu thốn của binh sĩ Ukraine, trong lúc Tổng Thống Mỹ Donald Trump “treo” $391 triệu tiền Mỹ viện trợ quân sự cho Ukraine.

Taylor nói, trong nhiều tháng dài, ông ghi nhận trên giấy trắng, mực đen mọi việc liên quan đến thái độ làm eo, làm khó của ông Trump, bắt Tổng Thống Ukraine Volodymyr Zelenskiy phải công khai tuyên bố mở cuộc điều tra về ứng cử viên Joe Biden và nhiều chính khách dân chủ khác.

Nhiều viên chức Ukraine nói với ông là Tổng Thống Zelenskiy rất khổ tâm, không muốn biến thành công cụ tranh cử của ông Trump.

Trump đặt vấn đề với các chính khách dân chủ, vấn đề phải giải quyết “cuộc điều tra để truất phế” của Hạ Viện; ông nói chỉ cần có thêm một Bill Taylor nữa xuất hiện, là Bạch Cung thất thủ.

Ông đề nghị các dân biểu thuộc đảng Cộng Ḥa đột nhập Pḥng Họp An Toàn (the Capitol secure briefing room), rồi t́m cách chỉ trích, đánh phá “cuộc điều tra truất phế.”

Ngày hôm sau, 23 Tháng Mười, viện binh gồm 2 tiểu đội dân biểu – 24 người to lớn, mặc đồ lớn đến đập cửa “Pḥng Họp An Toàn,” vừa đập vừa thét lớn “Let us in! Let us in!” (Cho tụi tui dzô! Cho tụi tui dzô!).

Tuy Trump bị nhiều yếu nhân Cộng Ḥa phản đối, nhưng Dân Biểu Steve Scalise vẫn quả quyết là cuộc điều tra để truất phế tổng thống hiện đang được thực hiện chỉ là điều tra kiểu Nga (Soviet-style process) không thích hợp với sinh hoạt chính trị tự do của Mỹ.

Scalise tuyên bố, “Chỉ có Nga mới điều tra bí mật thôi; tại Mỹ, mọi nhân viên Quốc Hội đều có quyền tham dự; phóng viên truyền thông cũng có quyền tham dự.”

“Pḥng Họp An Toàn” c̣n cấm quay phim, chụp h́nh, nhưng 24 dân biểu tham dự cuộc tấn công sáng 24 Tháng Mười, 2019, đều có điện thoại di động trong túi, một điều cấm kỵ v́ điện thoại di động thường có khả năng quay phim, chụp h́nh.

Dân Biểu Adam B. Schiff yêu cầu cảnh sát Quốc Hội thi hành nội quy, nhưng vô hiệu; trong lúc các dân biểu Cộng Ḥa thuộc lực lượng viện binh lớn tiếng “o đờ” pizza và fast food cho tất cả mọi người (dân biểu và phóng viên truyền thông) ăn trưa, chờ đợi họ xâm nhập “Pḥng Họp An Toàn.”

Nhu cầu là đánh phá không khí nghiêm trọng do cuộc điều trần của đại sứ Mỹ tại Ukraine, ông William B. Taylor Jr., gây ra.

Ông Taylor khẳng định chính Tổng Thống Trump “giam” tiền viện trợ quốc pḥng mà Quốc Hội đă chuẩn cấp cho Ukraine để đ̣i tổng thống Ukraine mở cuộc điều tra về ứng cử viên Joseph R. Biden Jr. và nhiều chính khách dân chủ khác.

Các dân biểu Cộng Ḥa thi hành đúng chỉ thị của Trump: hễ “Pḥng Họp An Toàn” mở cửa là họ xông ngay vào ngồi choán chỗ; hễ có nhân chứng xuất hiện là họ tranh nhau đặt câu hỏi, dù câu hỏi không liên quan ǵ đến các nhân chứng, và dự án họ chuẩn bị thuyết tŕnh.

Bên ngoài, 24 dân biểu Cộng Ḥa ḥ hét đ̣i vào, trong lúc những dân biểu Cộng Ḥa khác – thuộc thành phần các ủy ban can dự vào hoạt động “điều tra truất phế” đang ngồi đó theo dơi những cuộc phỏng vấn nhân chứng ngay từ những ngày đầu tiên.

Lực lượng “Cảnh Sát Quốc Hội” (Capitol Police officers) được triệu dụng để bảo vệ “Pḥng Họp Mật” của Ủy Ban T́nh Báo Hạ Viện; dù lực lượng dân biểu Cộng Ḥa tiếp tục tấn công, tiếp tục ḥ hét, “Let us in! Let us in!”

Bên trong pḥng họp mật, bà Laura K. Cooper, phụ tá bộ trưởng Quốc Pḥng đặc trách khu vực Nga, Ukraine và Eurasia vẫn tiếp tục trả lời cuộc phỏng vấn của các dân biểu thành viên Tiểu Ban T́nh Báo Hạ Viện về ngân khoản quốc pḥng.

Nghị Sĩ Cộng Ḥa John Thune (tiểu bang South Dakota), nói với CNN, “Cần minh bạch hóa nhiều góc cạnh, chứ ngay giờ này th́ mọi việc rối tung.”

Một ngày trước đó, chủ tịch khối đa số Thượng Viện – Nghị Sĩ Mitch McConnell (tiểu bang Kentucky) cũng đă phải phủ nhận lời tuyên bố của tổng thống khẳng định là ông McConnell đồng ư với tổng thống là nội dung cuộc điện đàm giữa Trump và Volodymyr Zelensky rất “perfect” và vô cùng “innocent” (tuyệt hảo và vô tội).

Tuy Trump bị nhiều yếu nhân Cộng Ḥa phản đối, nhưng Dân Biểu Steve Scalise vẫn quả quyết là cuộc điều tra để truất phế tổng thống hiện đang được thực hiện là Soviet-style process không thích hợp với sinh hoạt chính trị Mỹ.

Dân Biểu Harley Rouda – Dân Chủ Calif. nhận xét: “Họ biểu t́nh theo kiểu sit-in, stand-in hoặc bất cứ kiểu nào khác nữa, nhưng mục đích của họ vẫn chỉ là tạo ngưng trệ cuộc ‘điều tra truất phế.’”

Bạch Cung phối hợp hoạt động với các dân biểu Cộng Ḥa bằng Twitter; Trump viết, “Luật Sư John Bellinger (kẻ không theo Trump – never Trumper) đại diện cho nhà ngoại giao “Never Trumper Diplomat Bill Taylor” (người này tôi không biết) đă điều trần trước Quốc Hội. Bọn vô tích sự Dân Chủ (Do Nothing Democrats) vẫn chủ trương Zero Representation, Zero due process, and Zero Transparency không cho các dân biểu Cộng Ḥa quyền đại diện, và không cho người bị truy tố quyền được xử theo đúng phương án, và pháp quyền minh bạch.

Dân Biểu Adam B. Schiff, chủ tịch Ủy Ban T́nh Báo Hạ Viện – người phụ trách cuộc “điều tra truất phế” tuyên bố, “Nếu họ tiếp tục phá, chúng tôi sẽ tổ chức điều trần công khai.”

Có lẽ Trump không thích h́nh thức “điều trần công khai,” ông không muốn những điều tiết lộ của Đại Sứ Taylor, và của những nhân chứng khác đến thẳng với quần chúng.

Chuyện dài “điều trần truất phế” đang trở thành chuyện được độc giả ưa thích – như chuyện Kim Dung đăng feuilleton trên báo hàng ngày tại Sài G̣n năm nào.

Từ "Quai Hao" h́nh như do Bác "thangtram" hay "nangsom" sáng tác ra, QM thấy rât ngộ nghỉnh và chính xác nên dùng, do đó không dám nhận credit sang tác này!

Chân thành cám ơn Bác "thangtram" và "nangsom" đă sáng tác từ hay, và đă không trách QM khi dùng cũng như vô t́nh chôm credit của sáng tác này!
