Windows 10 you can download free from Microsoft just need 8GB USB 32Gb even better, and to make sure next time when you run patch update make sure it complete 100% then reboot. in this case I think patch could be corrupted.

I work with PC since 1995 and MCSE certified, so I am familiar with it. have fun rebuild system, good luck! any questions just send me message i am here and happy to help out. if PC is Dell then update bios free from its website just find out machine model and be careful when update bios... DO NOT TURN OFF PC WHILE UPDATE BIOS... power interrupt you will never turn PC back on.
